The global print and packaging industry is undergoing a major reset as the European Union’s Packaging and Packaging Waste Regulation (PPWR) prepares to take effect on August 12, 2026, pushing brands, agencies, printers, and packaging companies to rethink sustainability strategies.
The regulation is quickly becoming the new global benchmark for packaging design and production, with companies supplying products to Europe being forced to comply with strict recyclability and environmental standards.
The global packaging printing market, estimated at nearly $469 billion in 2026, is entering what analysts describe as one of its most disruptive regulatory phases. The PPWR, which officially entered into force on February 11, 2025, replaces the EU’s 1994 Packaging Directive and applies directly across all EU member states.
Industry experts say the rules are reshaping not just packaging materials, but also branding, printing technologies, and marketing communication. Sustainable packaging is no longer being positioned as a premium brand differentiator but is increasingly becoming a baseline requirement for doing business in international markets.
The changes are already accelerating the shift toward digital printing and short-run packaging production as brands demand faster redesigns, localized packaging formats, and compliance-driven updates. Reports show short-run orders now account for nearly 60 to 70 percent of production in many packaging plants.
The regulation is also driving rapid adoption of water-based and UV-LED ink technologies as brands seek recyclable, food-safe, and lower-emission packaging solutions. Analysts say companies using LED-UV systems are cutting volatile organic compound (VOC) emissions by up to 40 percent while improving energy efficiency.
Paperboard and corrugated packaging are gaining momentum as brands move away from hard-to-recycle multilayer plastics. Sustainability certifications such as FSC and PEFC are also becoming increasingly important in supplier selection for global retailers and FMCG companies.
From 2027, packaging sold in the EU will also require QR codes or digital identifiers carrying environmental and recyclability information, accelerating investment in smart packaging and variable data printing technologies.
Industry observers say the regulation is extending its influence far beyond Europe through the “Brussels Effect,” with multinational brands increasingly standardizing sustainable packaging systems across global market
